The Babylonian creation myth, a legend of genesis itself, having its power channeled into the form of a Noble Phantasm. But this is not Kingu's story to tell. That is a right granted to the body he wears, created to bind the rebellious King of Heroes and ensure Humanity would not separate from the Gods. But instead, they became his only friend. The Chain of Heaven thus became one that would restrain even the Gods who'd fashioned it for the sake of the people it came to defend.
Kingu is not that weapon. He is a human. But he is a new human who once despised the old humanity, who fought for its demise until his mother's love proved hollow.
With the breath of the stars dwelling within his borrowed body awoken, Kingu calls upon the power of the Counter Force, pouring it into an attack that takes a form that the World can perceive. He becomes a Divine Construct joined by countless other golden chains that all fly forth to bind and pierce the target in one, devastating hit.
Its power rises in response to entities that threaten the World or Humanity, and these chains, now used to bind the Gods, also become tighter the higher the target's Divinity.

If the King's Treasury is the right to all of man's treasures, then this is the the right to create those treasures anew. Enkidu would use their connection to the earth to make all kinds of weapons in all kinds of ways, but while they are of impossibly fine make, they don't have any special characteristics, and aren't impressive Noble Phantasms on their own. Their true worth is in their absolutely limitless quantity, and the ease with which Enkidu could call upon and use them. They wield each and every one of them as if an extension of themselves, or simply fire them at their foes as an overwhelming barrage—a technique that might seem familiar to anyone who's seen a certain golden king.
It functions exactly the same way for Kingu, as his body's connection remains fully intact. But he does not fight like his borrowed body. Though Enkidu could be destructive, there was a certain finesse to that inordinate power. Kingu fights much more like the arrogant King of Heroes, bombarding the enemy with enough weaponry to take them down with sheer numbers rather than skillfully taking advantage of the openings left by that storm. Someone called it a "wasteful" way of fighting unique to Kingu, and in the end, such a difference is a reflection on the state of Kingu as a human being. Enkidu, the Chain of Heaven that rejected their growing humanity, fought in a calculated manner that let nothing go to waste. But Kingu, who embraces his humanity, battles with a ferocious tenacity that uses anything and everything he can to get an advantage.
Perhaps there are more similarities between the "new human" and the "old humanity" than he likes to admit...

A "Noble Phantasm" in name only, unique to the one inhabiting Enkidu's body. It's an ability that draws on Kingu's connection to his mother and her Chaos Tide, blessing him with a massive outpouring of magical energy that he uses to transform into a Divine Construct, alongside other, massive golden chains used to pierce and bind the enemy in equal measure. His chains are soaked in the Chaos Tide, inflicting a bound enemy with their curse so long as they are in contact with them, and lasting a long, long while afterwards. This is Kingu's trump card, a call of retribution for his suffering mother wherein he wreaks havoc upon her tormenters—Humanity.
...But, Kingu's faith in his mother has long since been shaken. He can no longer call for her aid.
